This is a surplus item from the Miami Dade County Fire Department in South Florida.  It was issued to the Helicopter Air Rescue Unit and was to be used for remote area extraction.  As you can tell by the photos it does not appear to have ever been used.  The photos show the actual items you will receive.  The battery is old and is not guaranteed to charge so I recommend it be replaced.
